Note if you answer yes to any of the questions on the P650 form you will need to contact the NSW Firearms Registry and obtain written consent prior to attending the training.

Yes. If you are unlicensed, you can undertake firearms safety training under supervision by an approved instructor or club on an approved range by completing a P650 Declaration form. This allows you to participate in the training legally even without a licence.
A P650 Declaration is a form you complete before shooting or undergoing safety training as an unlicensed person. It confirms you understand the legal questions and allows you to take part under direct supervision.
Yes, if a minor (under 18) is to undertake firearms safety training or supervised shooting, a parent/legal guardian must sign the P650 form.
If you complete the form for a multi-day training course, one P650 covers the entire course. If you are shooting at a range under supervision (not training), you must complete a new form each time.
A licensed person authorised by a club or range can directly supervise unlicensed participants. Direct supervision means: • They stay with the unlicensed person at the firing line • They control firearm and ammunition movement • Ratio must not exceed 1 supervisor per unlicensed person
Not necessarily in every course — some training is classroom/theory and safe handling only. Range firing practice may be separate or provided by specific clubs/instructors.

Completing safety training is necessary but not sufficient by itself. To get a licence you also need to: • Provide identification • Provide evidence of a genuine reason (e.g., club membership) • Be fit and proper and submit your licence application through Service NSW or the Police portal.

Training can be customised to suit and individual, couple or group of friends. Corporate training is available and trainers can come to your site.
